Monitoring, Evaluation, and Learning (MEL) Officer
Looking for a meaningful remote opportunity where your data skills can contribute to better health outcomes for children? This MEL Officer role with Notify Health combines monitoring, evaluation, data quality, digitization, and process improvement.
About Notify Health
Notify Health is a start-up nonprofit with a big mission: to ensure all Nigerian children receive life-saving immunizations. Up to half of missed vaccinations happen simply because caregivers forget or don’t realize they need to return. The organization sends SMS and automated voice calls in over 10 Nigerian languages to help caregivers remember and track vital vaccination appointments.
Since being founded 2.5 years ago, Notify Health has sent immunization reminders to caregivers of over 50,000 children in three Nigerian states. Its solution uses existing government systems and Nigeria’s widespread mobile phone use.
In collaboration with local partners, the organization collects details such as a child’s name, birth date, and caregiver’s phone number, then sends timely, targeted immunization reminders through its mass messaging system.
Evidence from its pilot indicated that timely vaccination coverage was up to 24 percentage points higher for children whose parents received reminders. Notify Health has received support from GiveWell and Gavi.
The team is also exploring approaches including mobile vaccination outreach, OCR, WhatsApp chatbots, and geospatial data as it continues developing its model.
About the MEL Officer Role
Data and evidence are central to Notify Health’s work. As the vaccination reminder programs scale across Nigeria, the organization is looking for a Monitoring, Evaluation, and Learning (MEL) Officer to support excellence in data collection, analysis, and reporting.
The role is heavily focused on hands-on execution of routine data processes. A substantial part of the work involves reviewing data submissions, grading them, deciding what is usable, correcting errors, and providing feedback to improve data quality.
The MEL Officer will also conduct routine audits and data analysis and contribute to improvements in the organization’s data pipeline. The role is suited to someone who enjoys technology, detailed data work, and using evidence to improve children's health.

- Review data submissions from health workers and field staff and provide clear feedback to improve record-keeping and photo quality.
- Conduct continuous auditing of program and project implementation and produce thoughtful reports and recommendations.
- Support program evaluation activities through data processing, cleaning, and analysis.
Facilitating an accurate digitization process — 20%
- Review photos of health records and determine which go to data entry and which are discarded.
- Oversee digitization by data entry staff, ensuring timelines are met and troubleshooting issues where required.
- Review completed data entries for quality issues and mistakes before enrolling caregivers for reminders.
- Review, adjudicate, and determine the likely cause of data entry discrepancies.
- Produce feedback and reports for the data entry team.
Improving processes, training, and learning — 20%
- Travel to key training days and teach SurveyCTO data collection and data entry using the organization’s forms, templates, and processes.
- Contribute MEL learnings to regular program meetings in each implementation state.
- Propose and implement ways to make M&E processes more efficient through process improvements, automations, or template improvements.
